The Huaibei Plain is considered the breadbasket of China. It is home to nearly 110 million residents. At its core is the prefecture of Xuzhou surrounded by fertile lands in northern Jiangsu and Anhui, eastern Henan, and southern Shandong provinces. It has the highest agricultural output in China and a growing manufacturing base.
The younger more educated populace have moved away from this area to more dynamic urban markets which has left this region with a net loss of over 20 million initial residents. However, there are five prefectures that had received over one billion USD in foreign investment and one prefecture receiving over two billion.
